Blockchain Association CEO Summer Mersinger to Step Down as Kristin Smith Returns as Interim Leader

Blockchain Association CEO Summer Mersinger will step down on October 16 and remain with the organization as an adviser through the end of 2026. Founding leader Kristin Smith will return as interim CEO on October 17 as the U.S. cryptocurrency industry faces a pivotal period for legislation and regulation.

Smith Returns to Blockchain Association

Smith was Blockchain Association’s first employee when the trade group launched in 2018. She later served as its chief executive, helping establish the organization as one of Washington’s most prominent cryptocurrency policy and lobbying groups.

Mersinger became CEO in June 2025 after serving as a commissioner at the Commodity Futures Trading Commission. During her tenure, the organization engaged with lawmakers and federal agencies amid significant developments in U.S. digital-asset policy, including new stablecoin legislation and more detailed regulatory guidance.

Blockchain Association credited Mersinger with guiding the group through those developments and expanding its engagement across Washington. She will continue to support the organization as an adviser through the end of 2026.

Smith currently serves as president of the Solana Policy Institute. Her return to Blockchain Association is temporary while the group searches for its next permanent chief executive.

Crypto Policy Enters a Rulemaking Phase

The leadership transition comes as cryptocurrency policy debates in Washington move beyond opposition to enforcement-led regulation and toward the development of a broader regulatory framework.

Stablecoin legislation has advanced, federal regulators have issued increasingly detailed guidance, and Congress has continued discussions on digital-asset market structure. As a result, the industry is now focused not only on whether cryptocurrencies should be regulated, but also on how those rules should be designed.

Key Issues Facing the Next CEO

The next permanent Blockchain Association CEO will inherit ongoing policy debates involving securities classification, decentralized finance, tokenization, prediction markets and stablecoins. The division of regulatory authority between the Securities and Exchange Commission and the Commodity Futures Trading Commission is also expected to remain a central issue.

Although Mersinger’s departure is not immediate and Smith’s appointment is interim, the transition places one of the industry’s longest-serving policy advocates back at the organization during a period when regulatory decisions could influence the development of the U.S. digital-asset sector for years to come.
