HTX Approved for Pakistan Crypto Exchange Registration

HTX said it has received a No Objection Certificate (NoC) from the Pakistan Virtual Asset Regulation Authority (PVARA), a clearance that allows the digital-asset platform to begin the country’s formal licensing process under the Virtual Assets Ordinance, 2025.

Pakistan’s virtual assets authority also granted an NoC to Binance, according to statements cited by multiple outlets. The regulator said the early approvals were issued after reviewing the firms’ governance, compliance, and risk controls in coordination with public-sector stakeholders.

The NoC is not a full operating license. Instead, it allows exchanges to take initial steps required by the framework, including:

  • Registering on the country’s Anti-Money Laundering (AML) system
  • Setting up local subsidiaries
  • Beginning preparation of full crypto-exchange license applications

The move is part of Pakistan’s ongoing effort to establish a regulated pathway for global crypto platforms to engage in the market. By issuing NoCs, PVARA is signaling a structured approach to onboarding exchanges—starting with compliance and local establishment before any broader authorization to operate.
