Ripple CEO Sees Continued U.S. Crypto Progress Despite CLARITY Act Setback

Ripple CEO Brad Garlinghouse said the company remains optimistic about the future of cryptocurrency regulation in the United States after the CLARITY Act failed to advance in the Senate.

Garlinghouse Points to Agency Rulemaking

Rather than focusing solely on the legislative setback, Garlinghouse highlighted ongoing rulemaking efforts by the U.S. Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC).

The two agencies play central roles in overseeing U.S. financial markets, although the division of regulatory authority over digital assets remains a subject of debate. Continued rulemaking could provide greater clarity for crypto companies even in the absence of new legislation, depending on the scope and implementation of the agencies’ actions.

Ripple Maintains Business Momentum

Garlinghouse also said Ripple’s business momentum remains intact despite the uncertainty surrounding U.S. policy. The company develops blockchain-based payment and settlement products and is closely associated with XRP, the digital asset used in parts of Ripple’s ecosystem.

The comments suggest that Ripple intends to continue expanding its operations while U.S. lawmakers and regulators work toward a more defined framework for digital assets.

Legislative Uncertainty Continues

The CLARITY Act’s failure to advance marks another setback for efforts to establish comprehensive cryptocurrency legislation in the United States. Without a federal framework, digital asset companies continue to navigate a regulatory environment shaped by agency actions, enforcement cases and differing interpretations of existing securities and commodities laws.

For the broader crypto industry, the outcome leaves legislative progress uncertain while attention shifts to potential developments at the SEC and CFTC.
